Meet Mike O'Neal
Mike is an attorney with over 35 years of litigation experience. He also spent 28 of those years in the Kansas House of Representatives, including two terms as the elected Speaker of the House. Retiring from the House at the end of the 2012 session, Mike was hired as president and CEO of the Kansas Chamber of Commerce, a position he held for 4 years before retiring to open his own legal consulting and governmental relations firm. He has over 45 years of combined legal, legislative, and governmental relations experience to serve the needs of existing and new clients.

Meet Trish O'Neal
Trish O’Neal serves as a paralegal and researcher at O’Neal Consulting, providing legislative research, policy analysis, and regulatory support to the firm’s state government affairs practice. She brings a diverse legal and regulatory background to her work, including experience in private practice and with two state banking regulatory agencies. In those roles, Trish investigated consumer complaints involving mortgage companies and small-dollar lenders, gaining firsthand insight into regulatory compliance, consumer protection, and the impact of state policy on businesses and consumers. Earlier in her career, she served as a legal assistant to a criminal law attorney at Stope & Gotschall, Attorneys at Law. Trish holds an associate’s degree in Paralegal Studies and has earned the Certified Paralegal credential.
At O’Neal Consulting, Trish combines her legal research experience with a strong interest in public policy and the legislative process. She has a particular interest in education policy and closely follows state and national trends affecting K–12 education, including the ways legislative and regulatory decisions shape educational opportunities and outcomes. Her research and analytical skills support the firm’s efforts to monitor legislation, understand emerging policy issues, and provide clients with timely and meaningful insight into the state policy landscape.
